2. Job Purpose:
Lead and provide overall direction, management and development of Seed Business, including formulation of business growth strategies, brand development, achievement of planned financial and business results as well as positioning the company at the forefront of the industry in line with the defined mission and goals.

3. Key Accountabilities:
Board

  • Collaborate with Board members in formulation of policies, organization objectives and strategic planning initiatives.
  • Ensuring compliance with the cooperative principles.
  • Present the draft annual report and financial statements for the approval of the Board.

Organizational Development

  • Lead the development and implementation of organization’s strategy
  • Build, develop and lead a team of managers who are committed to driving the strategy

Business Development

  • Build a wide range of relationships across the stakeholders to promote awareness of seed business and its activities
  • Promote and provide technical guidance and support to member societies/agencies on production, value addition, branding, labelling, packaging etc.
  • Create, develop and maintain a customer-focused culture so as to meet and exceed customer requirements
  • Develop the set-up for seed producing facilities ensuring to maintain seed quality, processing, storage and research & development
  • Create synergies amongst member cooperatives to focus on increasing production and marketing of seeds

Financial Management

  • Promote new cooperatives and subscribe to the shares of cooperatives and other institutions and make investments therein
  • To implement schemes to incentivize farmers, for cultivation of natural seeds with financial assistance from various agencies
  • Ensure robust financial management across the organization, including robust budgeting and cost management processes to meet agreed financial targets

Risk Management

  • Establish and maintain appropriate controls mechanism, which meet all regulatory and statutory requirements pertinent to organization
  • Demonstrate a positive, compliant and control culture through the identification, assessment, monitoring and management of risks and issues within the business areas

4. Operating Environment:

  • Interact with functional directors for day-to-day operations.
  • Maintain smooth relations with the authorities like NSC, ICAR and state universities, other Indian/foreign agencies concerned with this field.
  • Liaison with related authorities of State/Central government along with others
  • Manage relationships with all stakeholders

5. Qualifications and Experience:
Qualifications:
PGDM/ MBA from an institute of repute such as IIM/ IRMA preference will be given to persons that have MSc.(Agri.)
Work Experience:
Minimum 20 years of overall work experience preferably in seed sector with atleast 2 years experience as head of an organization of repute
Desirable:

  • Minimum 10 years of experience in seed marketing, seed business development or related areas

2. Job Purpose:
To formulate and implement guidelines and policies with respect to Human Resource Management and ensure effective human capital utilization
The role holder is also responsible for industrial relations leading to smooth and efficient functioning of the organization.

3. Key Accountabilities:
HR Strategy

  • Formulate, implement and administer HR policies and guidelines
  • Develop HR strategy and roadmap in accordance with the corporate policies

Budget (Revenue, Capital and Advances)

1. Job Details:

Head Finance

Reporting to:

2. Job Purpose:
Manage the financial accounting services for the organization including Accounts Payables, Receivables and associated bill passing and bank reconciliation activities, while ensuring adherence to statutory requirements, corporate policies and procedures.
The role holder is also required to ensure the timely preparation and circulation of the financial statements for the organization in alignment with the accounting principles and guidelines.

3. Key Accountabilities:
Strategy and Policy Planning

  • Responsible for annual financial planning process to ensure efficient use of capital
  • Monitor creation of corporate policies, statutory requirements, accounting principles relating to financial management
  • Responsible for creation of budget for the organization
  • Monitor and guide in preparation of Annual Budgets
  • Ensure and monitor review of actual amount spent and variance analysis
  • Provide support in formulation of Business Development Plans across the organization

Operations
Fund Arrangement and Management

  • Establish robust cost controls so as to arrest any cost leakages
  • Ensure timely arrangements of long term loans and funds for working capital requirement (competitive rates)
  • Monitor arrangement of fund and non-fund based limits from the banks for loans, bank guarantees, LC’s etc.
  • Ensure timely reconciliation of book records with records of divisions and Banks
  • Monitor and ensure cordial relationships with external financial institutions

Expenditure control

  • Give timely inputs for expenditure control
  • Create checks and balances for monitoring expenses and take measures to inform all the departments

Review of Long term Investment Proposals

  • Review long term investment proposals as per the objectives of organization
  • Suggest the management regarding the financial implications of these proposals
  • Create plans to ensure implementation of investments in these proposals based on the approval of the management

Statutory Compliances

  • Ensure compliance to various laws and acts such as Income Tax, GST, Custom Duty etc.
  • Ensure timely filing of returns under various Laws
  • Build relationships with government officials and consultants involved in activities related to compliance

Financial concurrence

  • Monitor concurrence of proposals for vetting of Board Agenda and procurement of materials, works contract and services etc.

Audits & Financial Statements

  • Ensure timely conduct of Internal and External Audits
  • Ensuring preparation of financial statements

Risk Management

  • Ensure timely and proper insurance of all the assets of the organization
  • Liaison with insurance agencies (negotiation)
  • Undertake initiatives towards risk hedging

Process Improvement

  • Undertake various initiatives and proactive steps for ensuring process improvements in concerned department.

Product Strategy

  • Identify potential opportunities for seeds in the domestic market & identify opportunities for business expansion / new projects
  • Conduct market study to understand competitors pricing and distributing strategy and take necessary action

Budget Preparation

  • Participate in the organizational budgeting exercise and provide inputs on Sales & Marketing costs
  • Monitor Sales & Marketing budget utilization and analyse variance to take corrective action

Operations

  • Timely supply of quality seeds at reasonable price at doorsteps of farmers
  • Promote entering contracts and collaborations for purchase, production, marketing of quality seeds and joint marketing agreements with central/state govt, other cooperative institution etc.
  • Promote e-marketing platform including information technology-based interface and market intelligence
  • Guide the development of efficient and effective internal control systems and procedures, including measurement of performance and efficiency
  • Support and recognize research and development of untapped markets for existing and new products
  • Encourage and reward innovative product promotion, positioning and branding techniques
  • Forecast demand based on customer / crop / state and plan for production of specific crop variety

2. Job Purpose:
Responsible for managing the seeds business of the organization by efficiently planning and monitoring seed research & development and production to achieve target revenue and contribution, based on the organization’s strategy.

3. Key Accountabilities: (seed production)
Product Strategy

  • Support & recognize initiatives and introduce new varieties of seeds
  • Provide strategic inputs for business planning and annual budgeting for seed production

New Projects

  • Conduct feasibility study for new projects and timely submission of report to the management
  • For new projects identified, ensure timely procurement of plant & machinery, monitor construction and ensure adherence to approved timelines & budget, and authorize release of payments to vendors

Research & Development

  • Enhance scientific research to acquire technology for seed production, processing and to fund start up for technology oriented research on quality seeds in India and abroad
  • Set up a bank of natural indigenous seeds in order to enhance the qualitative and quantitative seed production capabilities

Production

  • Ensure adherence to plans and timelines set for production of seeds
  • Promote enhancing the genetic and physical characteristics of seeds to increase productivity, quality and sustainability
  • Promote reliable techniques for detection, identification and screening of seed materials, by strengthening work on biological control to achieve optimum quality production

Reporting & Liaison

  • Submit daily & weekly progress report to the management
  • Ensure proper accounting for processing and production activities
  • Liaison with the authorities like NSC, ICAR and state universities, other Indian/foreign agencies concerned with the field.
  • Liaison with Ministry of Agriculture & attend meetings

4. Operating Environment:
